China

In China, IBJ has three strategically based defender resource centers, in the northeast (Beijing), the southeast (Wuhan, Hubei Province) and the northwest (Xi’an, Shaanxi Province). Central to the success of the defender resource model is its ability to shape legal reform and train criminal defenders in universal defense tactics that are suitable to the context of legal practice in China. Towards this end, IBJ staffs its defender resource centers with a team of internationally trained criminal defense lawyers skilled in adversary based defense and negotiation techniques, and experienced in advanced training methodologies. Additionally, IBJ employs Chinese lawyers adept in program management and cultivation, who are also well grounded in their knowledge of Chinese law and practice. Employing both international and Chinese lawyers invests IBJ with the experience and skill to implement its programming most effectively.

Aurora Elizabeth Bewicke – Interim China Director

Aurora Elizabeth Bewicke is the interim China director for IBJ’s office in Beijing, China. Prior to her work with IBJ, she was a practicing attorney, working primarily in the areas of criminal defense, victim advocacy and immigration. In addition to legal experience in her native United States, she has appeared before the Kosovo Property Claims Commission, the Eritrea-Ethiopia Claims Commission, and the International Criminal Tribunal for the Former Yugoslavia, as well as conducted research for the Office of the Prosecutor for the Special Court for Sierra Leone. Her publications include articles on both Chinese law and international criminal justice. In her spare time, Aurora enjoys painting and language study, and can communicate in English, Arabic, French and Chinese.

Paula Ho – Legal Consultant

Paula Ho is a Canadian attorney with four years of experience in China before joining IBJ this past May. She was a Senior Researcher based in Beijing for Social Venture Group, a philanthropic advisory firm assisting donors interested in granting into projects in China. Prior to coming to China, Paula practiced corporate and commercial law for over two years in Toronto, Canada. She has also previous experience with Disability Rights Promotion International where she developed human rights assessment tools, and with Landmine Survivors Network (now known as Survivor Corps) in Washington D.C. where she researched and drafted rights education materials and provided support to the development of the UN Convention on the Rights of Persons with Disabilities. Paula holds a BA with Distinction from Cornell University and a JD from the University of Toronto Faculty of Law.

Zhang Yun – Office Manager

Zhang Yun is the Office Manager for IBJ China Program, based at Beijing National Defender Resource Center. In addition to managing IBJ’s central office, she oversees all of IBJ China’s administration and regional and national finances. Extensively experienced with GMS accounting, Zhang Yun coordinates and manages financial reporting for all of IBJ’s various projects throughout China and is responsible for ensuring accuracy and quality control. Experienced in event organization, Zhang Yun has successfully organized series of IBJ’s events including trainings, workshops, and roundtables, etc. in the past years. With a wide network with stakeholders in justice community in China, Zhang Yun provides strong supports to China program development. A graduate of Fujian Normal University, Zhang Yun holds a B.A. in English, as well as a special certificate in accounting. Prior to joining IBJ, she served as an high School English teacher in Fujian and an Administrative Officer in the People’s Government in Zhangzhou city, Fujian Province, where she was responsible for filing accounting reports to the provincial government.

Feng Sien – IT Specialist

Feng Sien is responsible for networking administration and technical troubleshooting at IBJ. He is also working on a number of projects for IBJ, especially the eLearning project. He is responsible for the software used for developing the modules as well as interfacing with our Chinese partner to resolve hardware and webpage issues. He is experienced in network and web management, and has taught classes in computing skills and English. He has worked for international organizations in China including the Swiss-Chinese Chamber of Commerce, and Chiomenti Studio Legale Beijing, an Italian law firm.

Kenneth Kaufman – Program Associate

Kenneth Aaron Kaufman comes to us from Boston, Massachusetts as the program associate for IBJ’s China office in Beijing. Prior to working with IBJ, Kenneth worked as a research assistant at the Tsinghua University School of Public Policy and Management, after graduating from Maine’s Colby College in 2010. He has been in China for over a year, and is fluent in Mandarin and English. Preparing to become a lawyer, Kenneth has deferred his legal studies at Northeastern University to get more experience in a legal setting abroad. Kenneth spends his free time playing baseball, and loves to travel.

James McMath – Technical Associate

James McMath is a Technical Associate based in the National Defender Resource Center. He works on developing the IT facets of IBJ’s China program, focusing on the creation of digital training materials and facilitating access to data and information on the local legal system. James has several years of experience in digital development, user support and educational technology, having served as a User Support Specialist at Reed College. He is an ardent student of Chinese language, culture and society, and holds a B.A. in Chinese literature.

Fanny Jaffres – Intern

Fanny is a student from Sciences Po in Rennes, a prestigious French third-level institution offering courses in political science. She has decided to carry out the third year by doing an 8-month internship at IBJ’s office in Beijing, China. This way, she hopes to gain professional experience and to improve her language skills. Fanny is really interested justice issues and would like to work in this field, hopefully as a prison service director. She really appreciates the opportunity to live in a totally different country for a year. At the same time, she also likes to keep in touch with European culture by reading books, playing Gaelic football with the Beijing team and enjoying European food.

Lee Zhewei – Intern

Lee Zhewei is a sophomore studying at Peking University Law School. There, he works with the University Legal Aid Association where he provides consultation to people who need legal aid and helps write legal documents for clients. He has been an intern in IBJ’s Beijing office since September 2011.

Joyce Zhao Hao – Legal Program Officer

Zhao Hao is assisting the Northwest Regional Director with the operation of the Northwest Defender Resource Center and the implementation of IBJ’s program strategy for the northwest region of China. Zhao Hao received her BA in law from Renmin University in Beijing and LLM from Northwest Political Science & Law University. When Zhao Hao was a postgraduate student, she engaged in legal clinic program funded by Ford Foundation and was a volunteer of the legal aid center to provide legal aid service to indigent people in the Northwest Political Science and Law University. Before joining IBJ Zhao Hao practiced law in private law firm and was the legal consul for several organizations. Zhao Hao used to live and work in Singapore for 3 years and have a good understanding of how to work and communicate strategically in multicultural atmosphere.

Yang Han – Administrative Assistant

Yang Han is the Administrative Assistant in Xi’an office. Holding a master degree attained from KTH in Sweden, she has a good command of English and a clear sense of working and communicating in international organizations. Yang Han is also proficient in using computers and various software programs. Prior to working for IBJ, she worked as a science teacher at an international preparatory school.


Southeast Regional Defender Resource Centre (Wuhan)

Zhou Xiaoming – Legal Program Officer

Zhou Xiaoming is the Legal Program Officer of the Southeast Defender Resource Center. She is responsible for the implementation of IBJ’s program strategy for the Southeast region of China. Zhou Xiaoming received her B.A. in English Linguistics and Literature and a second B.A. in law from Wuhan University in 2003. In 2006, she got her M.A., and in 2009 her J.D. with a specialization in Private International Law, from Wuhan University Law School. She passed the National Test for English Majors Band-8, with French as a second foreign language. While in Law School, she was a volunteer with the Center for Protection of Rights of Disadvantaged Citizens, providing legal aid to disadvantaged populations, specifically women, juveniles, the disabled, the poor and migrant workers. She was also an editor of “International Law Review of Wuhan University”, which is a popular and academic international law review in China.

Marcel Green – International Law Fellow

Marcel Green graduated from Lewis and Clark Law School in 2004 and a member of the Washington State Bar Association. After graduation, he practiced as a public defender for three years in Seattle with the Northwest Defenders Association. Prior to law school, he lived in China for over ten years and is a fluent in Mandarin Chinese.

Pan Chenzi – Administrative Assistant

Pan Chenzi is the Administrative Assistant for the Southeast Defender Resource Center. Pan is qualified to practice as a lawyer in China and is currently completing a Masters degree in criminal law at Wuhan University Law School. Pan is the recipient of a national scholarship award and in 2009 won the national moot court championship along with fellow students. She received the honor of “Best Debator.”
