Beijing, China—During the weekend of October 16-17, 2010, IBJ and Shangquan Law Firm co-sponsored their fourth annual conference gathering around 160 lawyers from across the country to discuss how to improve the efficacy of criminal defense lawyers in China. During the one and a half day event, lawyers, academics, and judges discussed a variety of topics related to improving the working environment for lawyers, professional ethics, and improving standards of practice. Attendees took advantage of the opportunity to ask questions and share experiences, both during the formal sessions as well as in smaller groups during the breaks.

Saturday’s agenda was ambitious, hosting panels on four key topics. Following warm introductions, the morning began with a discussion of the current situation in Chinese criminal procedure. It then moved on to a conversation concerning the upcoming eighth round of amendments to the Criminal Law of the People’s Republic of China (PRC). After lunch, the dialogue focused on the recently promulgated evidence regulations. Finally, the day concluded with a panel on the new PRC sentencing guidelines.

The highlight of Sunday morning was a presentation by Malaysian criminal defense attorney Jerald Gomez on the developments in Malaysian criminal law over the past decades. Mr. Gomez emphasized universal norms and Asian solidarity.

Altogether, the event was a success, promoting dialogue and cooperative exchange, as well as presenting a wealth of practical information to criminal defense attorneys from a variety of regions and backgrounds.
