Housing in a sea-adjacent apartment would be easier to maintain, present fewer health hazards and better integrate the fisherman into the rest of society. However, if the move to the apartment fails, the community will be homeless, or find a new empty riverbank. This is what happened in 2003, and will likely put them in a similar situation in a few years.
