2024 Indonesian JusticeMakers Fellows

IBJ’s 2024 JusticeMakers Competition awarded 15 female defense lawyers and human rights defenders from across Indonesia with a Fellowship to support and contribute to the improvement of the country’s justice system. Specifically, the JM projects were chosen for their strength in protecting the rights of the accused, particularly women who are victim of GBV, or victims of GBV who have been criminalized.

This year’s JusticeMakers competition is supported through the EU funded project ‘Bridging the Justice Gap’ which is designed to to strengthen access to justice for women in alignment with SDG 16 and Indonesia’s Open Government National Plan, which aims to enhance the quality of legal aid services in Indonesia.

Eti Oktaviani is the Founder and Program Consultant for NET Attorney Law Firm, Director at Semarang Legal Aid Institution (LBH Semarang), and has been a lawyer since 2015. Her project “Improving Access to Justice through Legal Education the Formation of a Critical Advocates Networks for Legal Reform” aims to raise public awareness of legal rights among citizens and improve the availability of legal representation to vulnerable women. Joan Patricia Walu Riwu Kaho has already been a JusticeMakers Fellow in 2021-22. She is an Advocate and Legal Services at the Legal Aid Institute of the Indonesian Women’s Association for Justice (LBH APIK NTT) and has been a lawyer since 2015. Her project “Expanding Inclusive Access to Justice for Communities in NTT” aims to provide inclusive legal protection for women and vulnerable groups and to contribute to the development of an inclusive Kupang Women’s Penitentiary. Andi Fajriwahyunigsi has been a lawyer since 2012, and she specializes in cases of women and children in conflict with the law. Her project “Access to Legal Services and Assistance for Women and Children in Conflict with the Law” aims to provide psychosocial support for women and juvenile prisoners as well as for law enforcement and government bodies to collabore to provide a better protection for vulnerable detainees. Siti Mazumah is a Senior Lawyer for DHZ law office. She is also the National Coordinator at Service Provider Forum for Women Victims of Violence (FPL), and the Former Director of LBH APIK Jakarta. Her project “Strengthening Awareness of the Right to Justice for Women and Children in Conflict with the Law in the Criminal Justice System in Indonesia” aims to a be a model for a system that can be adopted by the regional government to ensure access to justice for women. Nurhikmah Kasmar has been a lawyer since 2009. She is the Head of Organisani Pemuda Sosial Masavarakat, and a legal service staff and advocate at LBH APIK Sulsel. Her project “Access to Legal Aid for Women and Children in Conflict with the Law” aims to guarantee access to legal assistance for all women and juveniles in conflict with the law in Gowa Regency. Adelaide Ratukore graduated with an LLM in International Law and International Relaions in 2019. Since then she is a lawyer and legal analyst at LBH APIK NTT – Division of Legal Reform. Her project “RiseUp Desa: Legal Support for Women & Vulnerable Groups” aims to ensure women and vulnerable groups have access to inclusive and gender-sensitive legal assistance, as well as establishing a gender-sensitive legal case handling system at the village level in rural areas. Decthree Ranti Putri graduated with a Bachelor in Law in 2017. She is a public lawyer at the Legal Aid Institute of Padang (LBH Padang). Her project “Inclusive Courts for Women and Minorities” aims to develop teaching material which can be used by law enforcement when handling cases of women in conflict with the law. Read more.

Kharisma Wardhatul Khusniah has been a lawyer since 2018. She was the Head of Learning and Human Resource Department for Yogyakarta from 2021 until 2023, and is currently a lawyer at Yogyakarta Legal Aid Institute (LBH Yogyakarta). Her project “Strengthening Human Rights Defenders for Women’s Access to Justice” aims to contribute to developing a fair and inclusive justice system to ensure women’s rights are upheld. Read more.

Fitriyah Fajarwati has been a lawyer since 2011. She is the Director of Jentera Perempuan Indonesia, and the Chief of Jember Women’s Care Movement. Her project “Empowered Women Before the Law” aims to increase the understanding of legal rights and access to legal representation for women in conflict with the law. Read more.

Ana Abdillah has already been a JusticeMakers Fellow in 2021-22. She is the Director of Women’s Crisis Center Jombang. Her project “Building an Integrated Criminal Justice System for Gender Protection and Justice for Women in Conflict with the Law” aims to contribute to developing an integrated criminal law system to better protect the rights of women in conflict with the law. Latifah Anum Siregar has already been a JusticeMakers Fellow in 2021-22. She has been a lawyer since 1993, and is the Director at Alliance of Democracy for Papua (AIDP). Her project “Strengthening Access to Justice for the Fulfilment of Women’s Rights” aims to reduce negative stigma against women victims and women in conflict with the law. Read more.

Isna Fatimah has been a lawyer since 2018. She was formerly legal staff for Indonesia REDD+ Task Force, and is currently Internal Deputy and Director at Indonesian Center for Environmental Law. Her project “MASSIVE: Make Society Stand Up for Justice and Inclusiveness” aims to strengthen the understanding of the community and local actors of the value of a gender-inclusive legal system. Nofita Putri Manik has already been a JusticeMakers Fellow in 2021-22. She is a defense lawyer. Her project “Improving Access for Women in Conflict with the Law in Batam City” aims to ensure women in remote locations have access to legal assistance. Read more.

Nur Aida Duwila has already been a JusticeMakers Fellow in 2021-22. She graduated with a Bachelor of Law in 1993 and is the Chairwoman of the Board and Director for LBH APIK Jayapura. Her project “Strengthening the Fulfilment of the Rights of Women and Children in Conflict with the Law in Papua” aims to provide training to law enforcement officers to effectively handle cases of women and children in conflict with the law. Ni Nengah Budawati is the former Director of LBH APIK Bali and is the Founder and Director of Women’s Crisis Center Bali. Her project “KAPAS: Addressing Gender-Based Violence through Legal Empowerment and Access to Clean Water in Bali” aims to reduce the prevalence of gender-based violence by strengthening the protection and support system for women.
